The purpose of the Foundation is to promote the education, including social and physical training of boys or girls in need of financial assistance and under the age of 25 years who are or have a parent or parents resident in the area of benefit (Harborough) and who are attending or have attended any school of secondary education in or substantially serving the area of benefit: provided that preference shall be given to such boys or girls who are or who have a parent or parents resident in the parish of Blaby.
