A competition under YPO framework 772 Road Marking, Surfacing and Traffic Management, Lot 5 - Supply and installation of temporary traffic management was recently tendered.
A previous Officer Decision Record was approved to appoint another organisation. Unfortunately, that organisation withdrew their tender on 1 December 2025. Therefore, the bids have been re-evaluated.

To appoint Signal TM Ltd to the Provision of Temporary Traffic Management Resources_2026 Contract.

Following the construction of the A606 North and East Melton Mowbray Distributor Road (NEMMDR), new Speed Limits were proposed with the aim of enhancing road safety on the NEMMDR and its connecting roads.

To impose the following speed limits within Melton Mowbray:
30mph Speed Limit on Melton Spinney Road in part.
Restricted Road (30mph by virtue of Streetlighting) on Burton Road to correct a Traffic Regulation Order anomaly.
40mph Speed Limit on A606 NEMMDR, St Bartholomew’s Way, Nottingham Road, Scalford Road, Melton Spinney Road, A607 Thorpe Road, A607 Waltham Road, Burton Road and A606 Burton Road.
50mph Speed Limit on A606 Nottingham Road, Scalford Road, Saxby Road and B676 Saxby Road.

Following the construction of the A606 North and East Melton Mowbray Distributor Road (NEMMDR) and the subsequent declassification of Nottingham Road, Saxby Road, Thorpe End, Sherrard Street, Leicester Street, Burton Street and Burton Road, Melton Mowbray from ‘A’ and ‘B’ Class roads, the existing 7.5 ton Weight Restriction was to be extended to improve road safety and public amenity and to reduce the number of HGV’s travelling through Melton town centre.

To extend the existing 7.5 ton Weight Restriction within Melton Mowbray to include:
Saxby Road (in part);
Thorpe End;
Sherrard Street;
Leicester Street;
Burton Street;
Burton Road;
Rutland Street;
Goodriche Street;
Church Street;
Park Lane;
Melton Spinney Road (in part);
All roads within a zone bounded by Saxby Road, Thorpe End, Sherrard Street, Leicester Street, Burton Street, Burton Road and A606 NEMMDR.

Due to an irregularity discovered within the original 50mph Speed Limit Traffic Regulation Order, an update was required to correct this anomaly. This was solely an order update, and therefore there would be no change on site.

To implement the 50mph Speed Limit on the A444.

A further competition under YPO framework 772 Road Marking, Surfacing and Traffic Management, Lot 2 - Supply and Installation Service Providers for Road Marking, Surfacing, Removal Products and Equipment was recently tendered.

To appoint the following organisation to the contract: Hydro Retexturing of Carriageways_2025 - WJ NORTH LTD

The proposed No Loading At Any time Restrictions were intended to prevent vehicles from stopping to drop off or pick up students along specific sections of these roads and at their junctions within the vicinity of the school.
This scheme was introduced on the grounds of road safety.

To implement No Loading At Any time Restrictions on Springfield Street (A508), Northampton Road (A508) and Welland Park Road in Market Harborough.

Leicestershire County Council was formally advertising a scheme on behalf of Lagan Homes, who proposed to install additional Traffic Calming Measures along Markfield Road, Ratby, in line with the expansion of a new housing development. The Traffic Calming Measures included the installation of a new Speed Table, as well as multiple Speed Cushions. The proposals seeked to encourage vehicles to reduce their speed when travelling through Ratby, via Markfield Road.

To implement additional Traffic Calming Methods on Markfield Road, Ratby.

The proposed reduction of the existing National Speed Limit and the introduction of a 40mph Speed Limit on sections of the Lutterworth Southern Bypass (A4303) and Coventry Road (A4303) was necessary to support the installation of a new staggered, signalised Toucan Crossing.
This Crossing formed part of the planning conditions for the Leaders Farm development. The scheme was implemented to improve road safety for all users, particularly in light of increased pedestrian and cyclist activity expected in the area.
Separate from the proposed changes, the existing 40mph Speed Limit on Lutterworth Road (A4303) was included to correct an anomaly, with no change to its extent.

To implement the 40mph Speed Limit on the Lutterworth Southern Bypass (A4303) and Coventry Road (A4303), Lutterworth.

This improvement formed part of the planning conditions associated with the Leaders Farm development.
The new Toucan Crossing would provide safe and direct connectivity for pedestrians and cyclists, linking the new development to existing infrastructure on the northern side of the A4303 and along Coventry Road, Lutterworth.
The scheme supported the planning conditions and infrastructure improvement required for the new development.

To implement a staggered signalised toucan crossing on Lutterworth Southern Bypass (A4303), Lutterworth.

Leicestershire County Council proposed to update the current Traffic Regulation Orders on Park Street and Rectory Lane, Market Bosworth.
The existing restrictions imposed by The County of Leicester (Park Street and Rectory Lane, Market Bosworth) (One Way) Order, 1960 for one way travel along Park Street and Rectory Lane would be revoked as they had been superseded by The Leicestershire County Council (Various Roads, Market Bosworth) (Borough of Hinckley & Bosworth) (One Way System) Order 2025 to provide a one way system along roads including Park Street and Rectory Lane, Market Bosworth.
This order did not involve any physical changes to the road layout or any restrictions imposed which existed along the roads in question.

To implement the One Way Revocation Order Traffic Regulation Order in Market Bosworth.

A further competition under YPO framework 772 Road Marking, Surfacing And Traffic Management, Lot 2 - Supply And Installation Service Providers For Road Marking, Surfacing, Removal Products And Equipment was recently tendered.

To appoint the following organisation(s) to the contract: Footway Resurfacing _LTG 25
Lot 1: Holcim Limited
Lot 2: Holcim Limited
Lot 3: Allroads Asphalt Solutions Limited

The proposed restrictions seek to mitigate the impact of potentially obstructive on-street parking on Lountside at and on its roundabout junction with the A511.
It was also necessary to extend the existing waiting restrictions on both parts of Coalfield Way to prevent obstructive parking from HGVs. Introducing further double yellow lines would prevent HGVs parking on the footway / carriageway near its junction with the A511 and alleviate congestion which prevents the safe movement of traffic flows during peak times.
The proposed restrictions would seek to benefit the safety for all road users in this location. This scheme was introduced on the grounds of road safety.

To introduce No Waiting At Any Time Restrictions on Lountside at its junction with the A511 from roundabout at the junction of A42, A511 and A512 Ashby Road to Nottingham Road and Coalfield Way, Ashby de la Zouch.

The 30mph Speed Limit would be extended to incorporate the new housing development entrance and it would provide a safe highway environment and safe egress for the development.
The existing 30mph Speed Limit Traffic Regulation Order within Gaddesby was to be amended to correct the anomaly.

To extend the 30mph Speed Limit along Pasture Lane, Gaddesby, and to amend an anomoly within the original 30mph Speed Limit Traffic Regulation Order.

The response to the formal consultation on the advertised proposals was not conclusive. It was therefore recommended that the advertised proposals would be introduced in part and to only impose the No Waiting At Any Time Restrictions on Crown Lane, The Homestead and Windmill Close, Mountsorrel.
