The proposed restrictions sought to mitigate the impact of potentially obstructive on-street parking on the narrow carriageway that was hindering access to refuse lorries and that had resulted in multiple missed bin collections within Garfield Road, Hugglescote.
The extent of the proposed waiting restrictions would ensure that vehicles do not obstruct or block the safe passage of refuse vehicles, larger vehicles and emergency service vehicles from access.
The proposed restrictions sought to benefit the safety for all road users in this location.
This scheme was proposed on the grounds of road safety.
To implement No Waiting At Any Time Restrictions on Garfield Road, Hugglescote, including its cul-de-sac junction.
Due to the level of objections that were received during the consultation, the local Member Mr C. Smith CC did not support the scheme in its entirety, and after careful consideration, officers proposed to reduce the extents of the waiting restrictions to address the needs and concerns that were raised by respondents to the consultation.
Other reasons / organisations consulted
The consultation was carried out for a period of three weeks between 28th November 2025 and 19th December 2025. The statutory consultees were consulted including the Police, North West Leicestershire District Council and the Fire and Rescue Service.
A total of nine objections were received, and 13 responses in support of the proposals were received.
The local Member Mr C. Smith CC supported the scheme.
