In order to deliver the service as approved by the Cabinet at its meeting on 28 April 2026; due to an oversight approval was not sought for the large spend Procurement Initiation Documents. There is no Cabinet meeting in June 2026 and procurement needs to commence before the next scheduled Cabinet meeting in July. The Council's Constitution provides that the Chief Executive may take urgent action in-between meetings, following consultation with the Leader, subject to this being reported to the next meeting of the Cabinet (this will be on 21 July 2026).

FS-Case 828401532 - Financial Resilience Service
- funding for which comes from the DWP and is ring-fenced for this activity.
