A number of speed limit Traffic Regulation Orders (TRO) have been identified to be outdated and incorrect, and therefore a new TRO was required to correct these anomalies. Several locations were also identified where a 30mph Speed Limit has been designated as 30mph by street lighting when there was no street lighting present, which made the 30mph Speed Limit invalid and not legal. Therefore, a TRO and signage was required to make the 30mph Speed Limit legal and enforceable.
As a result of this review, the Council assessed mean speeds within villages where a new TRO and signage were required, and therefore, the Council proposed a self-enforcing 20mph Speed Limit within the following villages: Hallaton, Lowesby, Owston, Burton Overy, Illston on the Hill and Foxton. No other villages within the Harborough District met this criteria.
To implement 30mph and 20mph Speed Limits at various locations within the Harborough District.

The consultation for this TRO was carried out for a period of three weeks between 12 March and 2 April 2026. It was advertised in the local press, and on the County Council’s website. All statutory consultees were contacted, and no objections were received.
Local Members Mr H. Fowler CC, Dr S. Hill CC and Mr P. King CC have agreed to the use of delegated powers and to support the officers’ recommendations to implement the proposed speed limits.
