Representations received during the statutory consultation raised a number of concerns, particularly in relation to traffic displacement onto surrounding streets, the operation and capacity of nearby junctions, and the preferred direction of the proposed One-way System.
Concerns were also raised regarding the potential impact on road safety and the wider highway network.
In light of these concerns, the introduction of the scheme by means of an Experimental Traffic Regulation Order will enable Leicestershire County Council to monitor the operation and impact of the scheme under live conditions and take account of any further representations received before determining whether the arrangement should be made permanent, amended or removed.

To implement Experimental Traffic Regulation Order One-way System on Clarence Street, Market Harborough for 18 Months.
To implement the Traffic Regulation Order in part to correct an anomaly within the existing order, whereby the Limited Waiting Period is incorrectly stated as 1 Hour, and will be amended to reflect the intended 2 Hour Limitation. This amendment is an administrative correction only and will result in no physical changes to the existing on-street parking restrictions.

Consideration has been given to implementing the proposed One-way System on Clarence Street, Market Harborough, as advertised; however, in light of the representations received, this is not considered appropriate.
The introduction of the One-way System by means of an Experimental Traffic Regulation Order for a period of 18 months is therefore considered the most appropriate course of action.

The statutory consultation was carried out between 29
January and 19 February 2026.
The proposal was advertised in the local press and published on the County Council’s website. All of the statutory consultees were contacted as part of the consultation process and site notices were placed within the vicinity.
A total of 33 responses were received, consisting of 18 objections, 13 in support and two neutral responses. The Local Member Dr S. Hill CC supported the recommendation that the Traffic Regulation Order be implemented in part only to correct the identified anomaly within the existing Order, and that the One-way System be introduced by means of an Experimental Traffic Regulation Order.
