The Committee considered a report of the Chief Executive which proposed amendments to the County Council’s constitution as part of the 2014 annual review.  A copy of the report marked ‘Agenda Item 6’ is filed with these minutes.

The Committee welcomed the creation of the Children’s Social Care Panel and its two sub panels; the Children in Care Panel and the Child Protection Panel.  In particular the involvement of the Cabinet Lead Member for Children and Family Services in the work of the Children’s Social Care Panel was welcomed.  The Panels would provide clarity of accountability at elected member level and would enable member oversight across the range of Children’s Social Services.
