Review and Revision of the Constitution Additional documents:
Minutes: The Committee considered a report of the Chief Executive concerning possible amendments to the Constitution relating to the establishment of an Employment Committee and certain aspects of overview and scrutiny. A copy of the report marked ‘B’ is filed with these minutes. The Committee also considered comments on the report made by the Scrutiny Reference Group. A copy of the comments is also filed with these minutes. It was RESOLVED:- (a) To receive the report of the Chief Executive on proposed amendments to the Constitution; (b) to note and support the comments of the Scrutiny Reference Group on the proposals; (c) to recommend the County Council at its annual meeting to amend the Constitution on the basis set out in the appendices to the report namely: Scrutiny Reference Group - Appendix A Overview and Scrutiny Committees - Appendix B Employment Committee - Appendix C Article 12 - Appendix D subject to:- (i) the amendment to paragraph 3(a) of Appendix C by the deletion of the words “power to appoint staff”; (ii) the amendment of paragraph 19 of the Summary to the Constitution by the substitution of “Scrutiny Commission” for “Scrutiny Reference Group” in the third sentence of that paragraph; and (iii) to the officers checking other references in the Constitution to “Scrutiny Reference Group” to determine whether it is necessary to change such references to “Scrutiny Commission”; and (d) to note that the allocation of functions between scrutiny committees will need to be considered further when details of the Council’s organisational structure have been finalised. 2 May 2002 CHAIRMAN 9.30 a.m. - 10.50 a.m. |
