The minutes of the meeting held on 9 September were taken as read, confirmed and signed.

The Chief Executive reported that no questions had been received under Standing Order 35.

The Chief Executive reported that no questions had been received under Standing Order 7(3) and 7(5).

There were no urgent items for consideration.

Declarations of interest.

Minutes:

The Chairman invited members who wished to do so to declare any interest in respect of items on the agenda for the meeting.

 

Mr. R. J. Shepherd CC declared a personal and non-prejudicial interest in the substantive item as a School Governor. Mrs. J. Fox CC also declared a personal and non-prejudicial interest in the same item as a her son-in-law was a teacher and her daughter was a head teacher. The proposals under consideration could affect the terms and conditions of staff working at all Council schools and colleges (Minute 171 refers).

That under Section 100A of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the following paragraphs of Part 1 of Schedule 12A of the Act:-

It was moved by Mr. Rushton and seconded by Mr. Jones:-

171.

Staff Terms and Conditions - Progress Report (Exempt Minute 171 also refers).

Minutes:

The Committee considered an exempt report of the Director of Corporate Resources concerning an update on the consultation and negotiations with the workforce and recognised trade unions relating to the proposed modernisation of the Council’s terms and conditions. The report is exempt under paragraphs 4 and 10 of Schedule 12(A) of the Local Government At 1972. A copy of the report, marked ‘B’, is filed with these minutes.

 

RESOLVED:

(a)               That the contents of the report be noted as the basis of further negotiations with the trade unions;

(b)               That the consultations be extended to include staff employed in schools, colleges and at ESPO as indicated in the report, with the objective of attempting to reach a collective agreement covering all staff.
