Minutes:

The Board considered a report of the Chief Executive, a copy of which, marked ‘Agenda Item 7’, is filed with these minutes.

 

In accordance with the procedures for making representations to the Board Andrew Harper, Team Manager – Waste and Environment, Programme and Resources, Leicestershire County Council spoke as the applicant.

 

The local member Mr. M.B. Wyatt CC stated that he had concerns about whether the proposal would be carbon neutral and submitted that if the application was granted there would be increased traffic and air pollution on Bardon Road. Mr Wyatt CC questioned whether the traffic for the application site could be required to use a route other than Bardon Road.

 

The Chief Executive confirmed that the proposal included a range of sustainable construction features including natural light to the building and solar panels. However, there was no policy requirement that these types of developments must be carbon neutral for planning permission to be granted.

 

In response to the question from Mr M.B. Wyatt CC the Director of Environment and Transport stated that it would not be appropriate to agree a route that encouraged HGVs to travel further as this would cause increased carbon emissions.

 

RESOLVED:

 

(a)        That the application be permitted subject to the conditions nos. 1-22 as set out in the appendix to the report;

 

(b)        That the Board confirms (as required by the Town and Country Planning (Development Management Procedure) (England) Order 2015 (as amended) that in dealing with the application the County Council worked in a positive and proactive manner, taking account of paragraph 38 of the National Planning Policy Framework.
