The minutes of the meeting held on 7 August 2025 were taken as read, confirmed and signed.

The Chief Executive reported that no questions had been received under Standing Order 35.

There were no urgent items for consideration.

The Chairman invited members who wished to do so to declare any interest in respect of items on the agenda for the meeting.

It was noted that all members who were members of a Parish, Town or District Council, or Liaison Committee would have personal interests in applications which related to areas covered by those authorities.

No declarations were made.

The Chief Executive reported that no petitions had been received under Standing Order 36.

The Board considered a report of the Chief Executive, a copy of which, marked ‘Agenda Item 7’, is filed with these minutes.

In accordance with the procedures for making representations to the Board Mr. Christian Smith (GPP) spoke on behalf of the applicant, and Mr. J. Melen CC spoke as the local member.

Mr. Melen CC submitted that the proposals were a significant material change from the planning permission granted in 2017 and therefore a fresh application should have been submitted. Mr. Melen CC raised concerns about traffic levels on the highway, speeding, and submitted that the application should be refused.

RESOLVED:

That the application be permitted subject to the conditions nos. 1-14 as set out in the appendix to the report.

The Board considered a report of the Director of Environment and Transport regarding a desktop review and site visit exercise carried out on Leicestershire County Council Tree Preservation Orders in the district of North West Leicestershire. A copy of the report, marked ‘Agenda Item 8’, is filed with these minutes.

Members raised concerns that it appeared trees had been removed in the North West Leicestershire area without the County Council’s consent, and in the past insufficient efforts had been made by the County Council to ensure the list of Tree Preservation Orders was kept up to date. However, members welcomed that efforts were now being made to ensure the official record was accurate.

RESOLVED:

(a)        That the contents of the report be noted;

(b)        That consent be granted to vary the eight Tree Preservation Orders in the North West Leicestershire District as set out in the appendices to the report;

(c)         That consent be granted to revoke the six Tree Preservation Orders in the North West Leicestershire District that are no longer viable as set out in the appendices to the report.
